[PyCUDA] ModuleNotFoundError: No module named 'numpy.core._multiarray_umath' with numpy 1.15.4

The following fails:

Python 3.7.2 (default, Jan 10 2019, 23:51:51)
Type 'copyright', 'credits' or 'license' for more information
IPython 7.1.1 -- An enhanced Interactive Python. Type '?' for help.

In [1]: import numpy as np                                                                                                                                                                                        

In [2]: import pycuda                                                                                                                                                                                            

In [3]: import pycuda.driver as drv

ModuleNotFoundError                       Traceback (most recent call last)
ModuleNotFoundError: No module named 'numpy.core._multiarray_umath'
terminate called after throwing an instance of 'std::runtime_error'

numpy version 1.15.4

Update. Seems to be caused by my packet manager not pulling the newest numpy.  Numpy 1.16.0 solves the issue
